Disenchanting will give skill points up to 25, so you should be around 20 just from disenchanting.

If you are level 60 and aren’t in a rush to get to 115 , you can save a few golds by waiting for the Enchanting World Quest. they will each give you 1 point and should show up every few days.

5 x Eternal Bulwark – 5 Eternal Crystal, 10 Sacred Shard
This recipe can be yellow, so that you may need to make a number of extra. You can even make Eternal Insight.
75 – 80
5 x Eternal Agility – 5 Eternal Crystal, 10 Sacred Shard
Eternal Intellect or Eternal Strength will also work.
80 – 95
18 x Tenet of Critical Strike – 54 Sacred Shard
Any of the other “Tenet of..” enchant would also work, even better if you mix them since they will sell faster that way.
95 – 100
5 x Eternal Skirmish – 5 Eternal Crystal, 10 Sacred Shard
Eternal Bounds, or Eternal Stats will also work.
100 – 110
5 x Eternal Grace – 10 Eternal Crystal, 15 Sacred Shard
Darkmoon Faire free +5 skill points
If the timing is right, you can save even more gold by doing an easy turn in quest on the Darkmoon Faire. Every first Sunday of everymonth the Darkmoon Faire opens its gates and you can find Quests for each profesion.
You can get +5 skill points by finishing a single quest.
